SUMMARY OF EXPERIENCE

Mr. Leber has over 25 years experience as a civil engineer. He has been engaged in both public and private sector work, and has served as a municipal consultant since 1999. He has served as owner’s representative and construction manager in addition to being a Licensed Engineer & Planner.  Having completed projects for private developers, public school districts, municipalities, franchise owners, warehouses, golf courses, and homeowners, Mr. Leber has broad layout, design and permitting experience.

As a design engineer, Mr. Leber is responsible for all aspects of land development projects including site selection, zoning analysis, due diligence, subdivision and site layout, ingress/egress, land grading, parking lot design, stormwater management, utility design, retaining wall calculations, soil erosion and sediment control, cost estimates, budgeting, schedule assistance, and preparation of applications for required local, county, and state permits. He has provided expert testimony before planning and zoning boards for site plans and subdivisions as well as use variance applications/non-conforming uses.  He has provided expert testimony in court.

Major permitting applications include N.J.D.E.P. Flood Hazard Area, N.J.D.E.P. Freshwater Wetlands General Permits & Transition Area Waivers, N.J.D.E.P. Treatment Works Approvals, Water Main Extension Permitting, N.J.D.E.P. Stormwater & Water Quality Certifications, Pinelands Applications, Highlands Applications, N.J.D.O.T. Major Access Permits, Outdoor Advertising (Billboard) Permits, Soil Conservation District Approval, County Planning Board Approval, and local planning/zoning boards.

Mr. Leber had previously been the Chief Engineer for a private land investment and development company where his responsibilities included the management of residential and commercial projects from parcel acquisition through design, approval, permitting, and construction. This included researching new parcels for development, performance of feasibility studies, due diligence, cost estimates, coordination with public utilities, and attendance at planning board hearings.

Prior to that, as a municipal consultant, Mr. Leber worked at Schoor DePalma, Inc., a large Manalapan based engineering firm.  As a primary reviewer for planning and zoning boards, Mr. Leber has reviewed over 200 zoning and planning board applications as a board consultant in twenty-one municipalities and attended night meetings.  He has performed construction inspection of bonded improvements, reviewed plot plans, final plats, and shop drawings. Additionally, he has secured funding from the N.J.D.O.T. Local Aid Program for municipal improvements. Mr. Leber has designed and managed municipal projects, drafted specifications for public bid, overseen bidding, contract management, construction administration, and has been responsible for budget monitoring, scheduling, and punchlist resolution. 

In 2005, Mr. Leber left the public sector and joined the private sector as a Project Manager at Two River Engineering based in Colts Neck, NJ.  At Two River Engineering, he was responsible for the design and permitting of hundreds of projects including major subdivisions and site plans.  He provided testimony at the applicable Planning / Zoning Board in connection with the development applications.  Most notably, Mr. Leber was the primary designer for the multi-phase improvements and expansion to the 260-acre Trump National Golf Club in Colts Neck.  His responsibilities included preparation of plans and NJDEP permitting for extensive golf course and amenity upgrades, including the design of a new helistop.

In 2013, he became an owner of East Point Engineering, LLC.

Mr. Leber is knowledgeable in many industry software packages including Autodesk Civil 3D, Autodesk Land Desktop, Bentley Pond Pack, Intelisolve Hydraflow Hydrographs & Storm Sewers, and Army Corps of Engineers HEC-RAS.
